Protective measures.

In order to ensure to each other reciprocally the entire postage collectible on mail matter exchanged between Hongkong and China, the two Administrations will make every effort to prevent, by all means in their power, such matter from passing through other channels than their respective Post Offices.

Article XI.

Union law to serve as guide.

1. The Postal Administration of China, though it has not yet subscribed to the treaties of the Universal Postal Union, agrees hereby to be guided, as far as concerns the present arrangement, by the stipulations of the "Convention Principale" and of the "Reglement d'ordre et de Detail" concluded at Washington on 15th June 1897.

2. The present arrangement will thus form, together with the Diplomatic and administrative documents of the Postal Union mentioned above, the whole of the stipulations to be, as far as possible, observed in the postal relations between Hongkong and China.
